Mr. Chhangani oversees regulatory and policy matters for India’s broadcasting and digital cable industry. He leads policy development, stakeholder engagement, and provides strategic legal insights, ensuring AIDCF’s effective communication with government bodies and regulatory authorities.

He has previously held strategic positions at Bharti Airtel and Aditya Birla Group, where he honed his expertise in regulatory policy, operations, and corporate strategy. His multidisciplinary background in technology, finance, and law (MBL, NLUJ) allows him to address complex regulatory challenges with a comprehensive, 360-degree approach. His career is marked by successful project leadership and cross-functional collaboration, building strong stakeholder relationships across the industry.

Mr. Bharatendu Agarwal

Manager – Legal and Policy Affairs
With over eight years of experience in legal, policy and capacity building, Mr. Agarwal brings a diverse skill set and broad range of competencies. He holds a B.B.A. LL.B. (Hons.) from National Law University, Jodhpur, and an LL.M. in International Commercial Arbitration from Stockholm University, Sweden. His professional journey includes roles such as Assistant Director (Law) at the SAARC Arbitration Council (SARCO) in Islamabad, Tribunal Secretary to Justice R.C. Lahoti, Former Chief Justice of India and Consultant at the Law Commission of India.
 
At AIDCF, Mr. Agarwal assists in drafting and reviewing policy papers, consultation documents, and reports that reflect the organization’s stance on key regulatory issues. He also provides legal input on regulatory matters, helping AIDCF navigate complex legal issues related to broadcasting and digital cable regulations.
Joining the All India Digital Cable Federation (AIDCF) provides MSOs with several strategic and operational advantages:
 
  1. Industry Influence: As a member of AIDCF, MSOs are part of an influential body representing over 80% of the market share in the digital cable industry. Members can collectively shape industry policies and regulatory frameworks, ensuring a favorable operating environment.
